  • Furthermore, by paragraph 7 of its resolution 53/242 of 28 July 1999, the General Assembly supported “the proposals for the facilitation of and support for enhancing linkages and coordination within and among environmental and environment-related conventions, including by the United Nations Environment Programme, with full respect for the status of the respective convention secretariats and the autonomous decision-making prerogatives of the conferences of the parties to the conventions concerned, and emphasizes in this regard the need to provide the United Nations Environment Programme with adequate resources to perform this task”, while, in paragraph 11, it stressed “the need to ensure that capacity-building and technical assistance, in particular with respect to institutional strengthening in developing countries, as well as research and scientific studies in the field of environment and human settlements, must remain important components of the work programmes of both the United Nations Environment Programme and the United nations Centre for Human Settlements (Habitat), within their existing mandates, and also stresses, in this regard, the need for adequate financial resources as well as the need to avoid duplication of efforts”.

    وعلاوة على ذلك، أيدت الجمعية العامة في الفقرة 7 من قراراها 53/242 المؤرخ 28 تموز/يوليه 1999 "اقتراحات تقديم التسهيلات والدعم، بما في ذلك من جانب برنامج الأمم المتحدة للبيئة، لتعزيز الروابط والتنسيق بين الاتفاقيات البيئية والاتفاقيات المتصلة بالبيئة وفيما بينها، مع الاحترام الكامل لمركز أمانة كل اتفاقية وما لكل مؤتمر من مؤتمرات الأطراف في الاتفاقيات المعنية من صلاحيات مستقلة لاتخاذ القرارات، وتؤكد في هذا الصدد ضرورة تقديم الموارد الكافية لبرنامج الأمم المتحدة للبيئة من أجل أداء هذه المهمة" في حين شددت في الفقرة 11 على "ضرورة ضمان وجوب أن يظل بناء القدرات والمساعدة التقنية، ولا سيما فيما يتعلق بتعزيز المؤسسات في البلدان النامية، فضلا عن الأبحاث والدراسات العلمية في ميدان البيئة والمستوطنات البشرية، العنصرين الرئيسيين في برامج عمل برنامج الأمم المتحدة للبيئة ومركز الأمم المتحدة للمستوطنات البشرية (الموئل)، في إطار ولايتيهما الحاليتين، وتؤكد أيضا في هذا الصدد ضرورة وجود موارد مالية كافية فضلا عن ضرورة تجنب إزدواجية الجهود".
